The Personnel &
Administrative Reforms Department has published a Draft Gradation List of
WBCS (Exe) Officers today by issuing a letter and invited claims and
objections.
The list contains 1576 names,
which include some names retired already from service on superannuation.
Moreover, it has not incorporated the officers of 2009 batch.
The list has shown the promotee and direct-recruit officers separately from 1996
batch onward. Although the officers belonging up to 2008 Direct batch appearing
the title of the list reads: “From 1969 to 2005”!
In most cases the information about whether an officer has been confirmed or not
remains missing. Also, the column of ‘awarded scale no’ has been left blank
except in few cases. Under the column ‘present post held’ the information
provided is erroneous for most of the officers.
On 4 June this year the then Chief Secretary admitted to a delegation of the
Association that publication of Civil List for WBCS (Exe) officers was long
awaited. He assured of taking appropriate steps immediately. The Cadre
Controlling Department took four months to prepare an incomplete and defective
list. It shows the casual approach of the Department and incompetence of those
involved in its management once again.
