Cadre Strength of IAS

In terms of IAS (Fixation of Cadre Strength) Amendment
Regulations, 2012, total number of cadre strength of IAS officers in West
Bengal has been increased from 314 to 359. As a result, promotional post in
the IAS has been increased from 95 to 109. As under the existing norms 85%
of the vacancy in the promotional quota is left with the WBCS (Exe) and
remaining 15% with Non-SCS of the State, number of posts in the IAS on
promotion from WBCS (Exe) has therefore increased by 12 and fixed as 93
under the amendment.
No More Service Placement
or Matching Order for IAS and WBCS(Exe)
The Government has decided to do away with the practice of phased
orders so far required to join a department or directorate which start from
the order of placement issued by the P&AR Department followed by the order
of posting from the borrowing department and of the organization under its
control. One single order will now be issued by the P&AR Department alone.
Only in case of a posting in PSU or statutory organization where salary is
disbursed by the Undertaking or organization against the post a separate
order from the PSU will be needed to be issued.
In an order issued on 9 March 2011 the Chief Secretary has brought in the
change for both IAS and WBCS (Exe) officers and introduced an identical
procedure to guide such postings.

Receive Memorandum, Assure Corrective Measures
Both the Chief Minister of West Bengal Shri Buddhadeb Bhattacharjee and his
colleague in the state cabinet, in charge of the Finance Department Dr. Asim
Dasgupta have assured on separate occasions the delegation from the WBCS
(Executive) Officers’ Association of taking corrective measures on the
grievances of WBCS (Exe) officers against the 5th State Pay Commission
report showing either unsighted or negative views about the WBCS (Exe). The
delegation included Association’s President Sri Niloy Ghosh, General
Secretary Sri Pradip Jana, Vice President Sri Bhishmadeb Dasgupta, Joint
Secretary Sri Tirthankar Halder and SEC member Sri Avijit Mukhopadhyay,
which called on the Chief Minister in the morning, and the Finance Minister
thereafter in the late afternoon today.
WBCS (Exe) officers submitted identical memorandum to the sabhadhipatis and
the district magistrates in all districts to mark protests against
unrealistic, inconsistent, and fractional observations of the State Pay
Commission about the WBCS (Exe) and to lodge their four demands which urged
the Government to declare its disagreement with the SPC observations on the
state civil service and demanded two additional increments in first three
grades, creation of 60 posts in pre-revised scale No. 20, increase in the
number of posts to 35 in scale 21 and granting special pay of Rs. 500 for
joint secretaries from the Service. Presently, little less than one thousand
WBCS (Exe) officers are posted in the districts in various capacities. Out
of them, almost 800 hundred officers signed the memoranda according to
reports received. Others were either on leave or out of stations and
therefore could not participate in the programme as information came in.
Most of the sabhadhipatis shared sympathetic views with the officers during
the deputations, it was learnt.
FIVE MORE OFFICERS APPOINTED AS JOINT
SECRETARY
Five more WBCS (Exe) officers have been appointed to Pay Band 5 as Joint
Secretary. They are:
1. Shri Sripada Das, wef 1-8-2009
2. Sri Dibyendu Sarkar, 1-7-2010
3. Shri Amit Sanyal, wef 1-8-2010
4. Shri Swapan Kr Paul, wef 1-9-2010
5. Smt Sudipta Chatterjee, 1-9-2010
Vacancies created till 31-8-2010 due to retirement and appointment to either IAS or pre-revised scale no. 21 have been filled up by appointing six officers to pre-revised scale No. 19 (Joint Secretary). The officers so appointed are:
Shri Don Bosco Lepcha, 1982.
Shri Santosh Kr. Mondal, 1983.
Shri Rajani Kanta Barman, 1983.
Smt. Prithe Sarkar, 1984.
Sk. Afazuddin, 1984.
Smt. Barnali Biswas, 1984.
The Chief Secretary assured the Association
of dealing with the matters actively.

Seniority Rule for the WBCS (Exe.) Officer has been finalized.
The Finance Department to the Government of West Bengal has approved the cadre schedule by increasing 100 (one hundred) members to the existing strength (1767). The same will be finalized after necessary approval of State Cabinet.
Four officers from 1978 direct batch have been recently posted as Special Secretary.
The Officers are:
Sri Niloy Ghosh,
Sri Debasish Mitra,
Sri Biseswar Maity,
Sri Ranjit Maity.
Out of 32 direct officer of WBCS (Exe.) of 1982 batch 24 (twenty four) has been posted as Joint Secretary Order against the rest officers has been kept in abeyance for wanting of ACR and other reasons. 3(three) officers from 1983 direct batch has been posted as Joint Secretary.
Four officers from WBCS (Exe.) cadre has been promoted to IAS in the year of 2008. For the 8 vacancies of 2009, officers from 1979 to 1981 batch are being considered.
15 Officers from 1991 batch (promotee & direct) have been posted as ADM. 1991 batch:
Officers of 1993 & 1994 batch are being posted as Sub-Divisional Officer at present.
In this regard an order is going to be issued by the PAR Department very soon indicating the specific time line for submission of ACR by the Reporting Officer/Reviewing Officer.
Officers of 2006 batch have been posted as B.D.O.
After performing as BDO for around 3 ½ years all officers of 2002 direct batch has been withdrawn from block (except 4 officers).
Annual General Meeting (AGM) of North Bengal REC will be held on 5th & 6th December, 09 at Cooch Behar.
All 56 (fifty six) officers of 2007 batch have joined in our association.
